New Schema Package now available

The 3.1.12-314 Schema package is now available on the developers downloads page. This includes updated documentation and an updated ontology file which includes a new Manner of Administration.
This Schema Package and its ontology file are not required in order to process the November 1st 2020 file, and can be loaded by data consumers when circumstances permit.
