PBS XML - missing dispensing rules, back dated for at least 1 year

On 7 March 2018 Health sent out updated correspondence regarding the PBS XML - missing dispensing rules, implementing a change to make General, Palliative Care and RPBS programs the same.
Health has investigated the date issue and has found that the effective date for a <program> element needs to be calculated in a different way.
Currently, when any change is made to a program in Health’s system, such as changes to dispensing rules, it will cause the program’s effective date to be the publication date. This has the effect of indicating that the entire program is been added to the Schedule, which is incorrect.
Health is changing how the effective date of a program is set to be the earliest effective date of all of its constituent prescribing rules. That is, the program started being effective when a prescribing rule was first listed for that program.
This change is being coded and tested in Health and then a new file will be distributed for testing. Implementation to be arranged as soon as possible, aiming for the July or August data depending on testing requirements. Please be assured we will work with stakeholders on the timing of this change.
